At level 163, I have a range of 20854~22170 self buffed with 24% str.
Is this a decent range at my level?

It's about average. I have a 40k self buffed range with lvl 12 mw.
Better than me. I'm at level 171 and still at 21.9k self-buffed, with like 3% str.
I'd say it's ok. You probably have sufficient amounts of attack so upgrading some gear with % str could get you up a bit higher. Looks pretty good for 24% str.
