So does the scarlet ring give you the 4th set for the cra if you have a ryude's sword equiped?

No; Scarlet items only count toward the set with the highest set ID with an item of that type in it.
So with a ring it would only count toward a set with a ring in it; usually Superior Gollux, even if it's already at a 4 set.
