Getting 15 stars isn't easy to get. If you look at simulations people have done, paying billions to get 15 stars is not unusual in the slightest. I've spent probably 4b trying to get 2 weapons to 15 stars, but have settled at 14 for now. (I spent 2.4b just the other day trying to get my 14 star to 15 star, but failed). Of course you can get lucky and it might cost less than 500m, but I wouldn't assume it would cost that much.

Of course 15 stars are easy to get. Op didn't even say it was difficult. It is just painful because it costs op a lot of mesos...
