We hit the cap with only an MPE potion. "Breaking" the cap with the potion allows all the additional boosts to be applied.
We get -4 from SI and booster, and our weapon speed is fast(5). That brings us to the soft cap of 2, but 5-4 is still 1. "Breaking" the cap lets that lost point be applied... if that makes sense.
I don't think IA att speed breaks the cap on it's own, but don't quote me on that.

Just out of curiosity, don't buccs hit cap from mpe green alone?

alternatively, sw dagger (faster, 3) + booster + mpe will get u speed cap
