It add an extra line to your skills. An example being Kaiser's wingbeat (the tornado thing) instead of 1 hit it would do 2 hits which is pretty op with how fast that thing hits.

70% for 1 extra hit is still pretty good. So on average if a kaiser use it on Wingbeat, it would go from 48 hits to 81.6 hits (82)
