New Inner Ability or just new wording?

I was resetting my inner ability on my Beast Tamer mule, and the first Unique I get was this. I tried to search it, but it didn't show up. Is this just a rewording of an old line? I think it is, but it still seems odd.
The way it is worded sounds like it'd only be useful against things like event monsters, where damage-per-line is fixed... Weird...

@chaosh: Ended up using almost all the remaining honor to end up with +30 all stat unique. At least I can understand that.
I'm fairly sure everything Inner Ability gives is a flat bonus added after all calculations, anyways. Nexon somehow manages to make the already confusing system even more confusing...
New wording
Let's say you have 10,000 magic defence. 20% of that (2k) is going to your fixed range (fixed=with all the calculations and buffs applied to it- and not to the clean range)
