I recommend Henesys, tried around 12 times in NLC and got nothing, around 6 tries in Henesys and got Evan hair two days ago. However, it could be different for you. I tried Basil's hair list, and it seems Henesys [i]might[/i] have less hairs (disregarding royal hairs, I'm only including REG and VIP hairs, since REG hair coupons only seem to include those, plus Basil's hair list doesn't seem to cover all the possibilities), so a higher chance of Evan hair.

Henesys or NLC, I personally got it on my Mihile at NLC with the 1NX reg coupon.
