What is the command to make blue header on basil post

I'm wondering how do people make those guides with bold titles and a blue highlighted streak/rectangle behind it. The command isn't on the post option here, so anyone know what is the /command to do so?

Edit: My attempt to do what the first poster said

[header=]text[/header]

Edit 2: Still not it

Edit 3: Never mind. That was it. I'm seriously brain dead >.<
