How would you go about drawing this?

I wanna be able to draw it but I don't really have an art background. I was wondering where I should start.

If you wanted to do something in this style without digital tools:

Sketch the facial structure out first. the less lines and smudges, the better, because the watercolor will make it difficult to remove those lines later, and you can bet that they will remain visible.
Then apply washes of watercolor layer by layer, allowing each layer to dry before adding the next layer. The darker colors are comprised of multiple layers of wash, so you might want to create a guide before you start, so you know which colors you want stacked on other colors. Make sure each layer is dry before you add more color, or else the image will bleed and look terrible.
Lastly, when all the watercolor is dry, apply ink that isn't water-based for the darkest parts of the image: the eyebrows, hair, and beard. The edges of the shoulders and hair have a messy effect that's caused by using a dry brush that's running out of ink.

Since the paper has a texture effect, when the ink is dry, use a very fine knife with and carefully distress the surface of the image to scrape off some of the color and create very thin straight white lines. You can't do this with thin paper, and you might only want to do this to the pieces of the image with ink. I'd definitely try this out on scrap paper before doing it on the final image. Also, a metal ruler would be advised, unless you want wobbly lines.

The image appears to be made on either Adobe Photoshop or Illustrator.
Google the terms I have mentioned above and you'll understand.

The lasso tool allows you to draw shapes (which comprise the face, as you can see)
The gradient can exist within the shapes by using the gradient tool and clicking within the outline made by the lasso tool.
The grain/noise is added to make the picture more textured.[/quote]
I see, thanks for the info

Lasso tool, with gradients.
Add grain later on.

This is all on top of a solid understanding of facial structure.

Seems to me like vector art with some noise filters on top of it.

Well, start with paper.
Then get a set of shading pencils
Take a picture of yourself in the pose you want
Begin drawing the structure of the face (Shape and what not)
Then do the hair, and don't make the hair one big line, make them individual knicks
Draw your eyes, nose, and facial features, along with your shirt or whatever you're wearing
then (Hard part) shading.

I'm notthe greatest artist but in Highschool I had to draw a self portrait and mine came out very life like by following those steps.
