It works on anything below 4stars. It will bring it up to 5stars, doesn't matter if it had 0 or 4 to begin with.

I'm wondering if the 5 star EE will work on an item with 7 EE's already or will it be like the 2 star EE from Silent Crusade..

Yes I know what you mean, but say "I used a protection scroll on my PERFECTED ITEM (no slots wasted)" then if it comes back to me with the seal of the prot scroll still on then I can automatically say I'm scammed if you try do that use a 10% scroll on whatever item. So generally the thing you're saying will only work for very careless people.

No, I'm talking about taking some random equip and using the 10% scroll (or better yet, a clean slate scroll with a 1% success rate) on [i]that[/i], not on the item you've been given in the first place.

Equip enhancement only works on items that have NO SLOTS LEFT? So 10% junk scrolls won't work? Unless there's any other scroll that works with items with no slots that I'm unaware of scamming would seem impossible? Am I also missing something here?

Some people may ask for a clip of the video of you putting that enhancement scroll there, or screenshots of the scroll/weapon, and the text that actually says the item got boomed, etc etc

for me, when i buy scrolling services, I usually only buy ones on mule accounts and get the acc info to do the scrolling myself. If not, I don't buy services

You could ask for collateral, and it's pretty obvious whoever's going to ask someone to scroll this will probably put a protection scroll on it beforehand.

It should go around 30 mill I would assume, If you are buying this service, You have better bought protection scroll service first. 5 star enhancement can really improve a weapon

if you scroll the item with proc scroll then trade it over, will the scroll effect still be there?

I don't think anyone would risk for this service unless you throw in a proc scroll service.
