Top/Bottom vs. Overall
I have a 4% dex top and a 2% dex bottom (both rare) and i was thinking about getting some cubes soon but i was wondering if it would be more worthwhile to get a 3rd tier overall instead because it would mean buying less cubes. So, basically is the top/bottom combo worth the extra cash over an overall.

Well...4% Top and Bottom makes 8% and costs around 120-140m total (60-70m a piece)...while a 9% overall could cost around 350m.
But even if its 9%, the difference in price is not worth it. Moreover, you can make up for that 1% difference since top + bottom add up a total of 14 slots, while an overall has 10 only. For higher tier...at least in Khaini, a 8% top/bottom can cost around 600m, while a 15% overall around 1.2b.
So..I'd say go top+bottom unless it's empress overall. then it would be a completely different story

Yes and no. Combined, the top and bottom will have better stats but cost twice as much to cube. On a per cube basis, it would be more beneficial to go for an overall.
At your level of funding, you are better off not cubing at all. Simply fuse top/bottoms until you at least get 6% dex each. Unless all your other 3rd tier gear is already cubed, its just plain silly to cube 2nd tier items.
