I think it was more of the fact that if they had simply cut out the ele resist entirely, the mage community would have raged due to their dps being flat out cut in half.
RIP Battlemages though, my guild's founder mains one and the neglect to the class is super clear

BaM got a little something from that patch
debuff aura duration has been increased to 15 secs instead of 10 secs.
and our attack`s final damage will be increase by 10% on monsters affected by debuff aura.
its not much buts its still more than diddly squat

Though after reboot all gear goes back to it so it caps regardless.

Evans have a passive which brings their attack speed to soft cap with Booster (other mages don't have this and are stuck at 4 in most cases). Most people don't fund Evans because even though they cap easily, they have poor hits per second (Illusion, which is their main attacking skill, has 4 hits).
OT: It is easier to fund a mage, but after Reboot, your damage will be considerably lower than a bowmaster. If you're unfunded, your damage on an I/L will be absolutely crazy compared to most other classes.
After a while, however, it will cost roughly the same amount to fund any class (due to godlier equips being roughly equal in price), and with more funding, the bowmaster will be stronger. But that's after you start capping on a mage, and excluding Lotus, once you start capping on a mage, you will have enough hits per second to solo anything with good control.

my bad, sorry about that. was under the impression that evans were underpowered since not many people play them and i have yet to see a capping one in my world

Evans can't solo cra with 300k clean. Even if their buffed range was 500k, they still wouldn't suffice unless they had an insane amount of boss% which wouldn't make any sense in the first place why someone would work on their boss% if their range is 300k clean. Its easier to cap on a mage then a bowmaster if thats what you mean.
