Oh wow. I didn't even realize my TB had 30 SP leftover. This was a useful thread after all.
I didn't realize I didn't have to fight Arkarium for my level 6 noble mind...nice!
The quest actually occurs at level 120 from what I can remember.

Once you reach lv 130, you'll be able to get a quest from Neinheart. This quest will be for the Cygnus' version of "Maple Warrior." That's supposed to be leftover sp you put into.
You have a quest in the lv 130s from Neinheart that Cygnus is going to leave Ereve for a short time to try and get peace talks going with (I believe) the Black Wings and to meet them at the Six Path Crossway (more accurately, the Ereve station in Victoria). You'll be triggered to a cut scene and auto-warped to Ereve. After all of it goes down, you'll get a quest from Shinsoo who will auto-warp you to a secret area in Leafre. After talking with Shinsoo, you'll gain a new skill, which is the Cygnus Knight equivalent to Maple Warrior... which, of course has 30 points to put into.
"Cygnus Knights / Call of Cygnus" - Cygnus "Maple Warrior"
If not, must be a bug since I don't recall any class having to do a quest to get a skill that requires SP
