We've had those before. Anyways, u can use it on a rare item and it will reset the pot and raise it to epic. Boom, well, this is nexon we're dealing with.
Yes it can be used on Rare-potential items.
No one is certain about it being able to boom though. You can possibly compare it to the KMS RED shop if they had it.
