World Transfer Question

Heey everyone!

Thanks for taking the effort of looking at my thread. =) I was wondering, does the rule in World Transfer still apply that:
You cant transfer worlds if the world you're wanting to go to, already has more than 3 characters in it. :o
I need to know so then I wont have to buy 25k NX for nothing.
