With the amount of English dialogue in this episode, it would be more shocking if they didn't get people who were more familiar with the English language to voice those characters actually...

oops, I shouldn't have used the word native. I should have said why would it surprising if someone from Japan can speak English with no accent? Anyways I guess you answered that.
I would also like to point out that Bondi beach is NEVER that empty

Because Anime companies very rarely request for someone that is fluent in English. I've actually never seen an Anime with an English-speaking line that no noticeable Japanese accent.
