Game refuses to start, anyone have some insight?

UPDATE/EDIT: So the following fix has been found:
[Steam Launcher]
1. Go to the game location for Steam, usually located at C:/SteamLibrary/steamapps/common/Maplestory (Possibly C:/Program Files/ ..... /Maplestory ? I changed my game library so Im not that certain)
2. Search for nxsteam.exe
3. Right click, and select "Launch as Administrator"

It works, but I have no idea why it works.
Uncertain if it works for Nexon Game Launcher, will test it later on and provide feedback.

TL;DR- MS wont start no matter which launcher I use, Standalone, Nexon, or Steam. New PC running on W10, probably some kind of hardware problem? Please help.

I'm probably posting in the wrong forum/on the wrong website altogether but I am at my wits end on how to get my MS to boot.

Story goes I built a new PC. It runs all other Nexon games fine from the Nexon Launcher, as well as their respective alternate options (Steam Launcher, Individual Game Launcher etc). However, when it comes to MS, no launcher steam or standalone can get the game to work.

I have tried disabling the anti-virus, changed the UAC, firewalls etc etc but the game just wont boot up.
The OS is W10, and whilst I am doubtful I do not see it as the reason on why the game does not launch. Previously I had a laptop which I ran MS with which was met with no trouble at all, and that had been running on W10 since I installed MS.

I can just play with my laptop but honestly, after the amount of dough I blew on building this PC I'm some what very irritated if it cant run MS in the background for me to forever afk on it and not actually do anything in game while I waste away my life on other meaningless pursuits such as getting more loot boxes on Overwatch and grinding on BDO only to eventually never log in to that game ever again and search for a new form of distraction to waste my time and money, ya feel.

So yeah. I dont know if it's particularly relevant but my PC uses a Asus ROG Hero something something MOBO. Alas Google has not returned any relevant results regarding people with my MOBO encountering this issue so I do not believe that is the source of the problem.

If anyone can provide me some help and or insight it'd be greatly appreciated, thanks

@ghtiii: @locust: UPDATE: Ok so I still have no clue as to what in particular is causing this issue, however I have found a quick fix for the Steam Launcher:
1. Go to the game location for Steam, usually located at C:/SteamLibrary/steamapps/common/Maplestory

@soundfix: If you have AVG (antivirus) try adding the maple folder to exceptions. GL!

@genostigma: Thanks for the feedback. I tried restarting multiple times yet that has not solved my issue =/
Tbh I havent even successfully started MS once on this PC, so I dont think NGS running in the background would be the cause. Never the less I checked and didnt find it there. Aiyaaaa.

@soundfix: I get the same thing because when I exit maple NGS is still running in the backround when I want to get in again. I usually have to restart my PC to solve this.

@wall: Thanks for the response.
I have attempted suggestions 2-4, but havent checked if all my drivers are up to date. I will attempt that now.

Edit: All drivers are up to date. I shall try restarting one more time to see if it does the trick. Here goes nothing.
Edit 2: Rebooted, nothing has changed, much to my dismay.
