So best way to max dilligence is?
I need to know
I really want this 10% scroll success rate...
I am willing to spend money if the fastest way requires money....
so please, tell me the fastest way to max dilligence..

You assumed wrong. If it gives attack/stats and nothing else special like slots/stars/potential, dilligence works on it. 40% scrolls work with it.

No. Dilligence is additive.

100% diligence works with occult gollux scrolls and one person on basil hasn't failed a 90% one yet and has used over 300 of them (with friends). I'd assume it works for 40% scrolls as well, but as it has been said, hard to prove.

but, if you already maxed out it won't give you any

The only way this is true is if you fail a 90% scroll. it's really hard to prove, but then again, which scrolls do diligence actually affect?

The 10% only applies to scrolls you won't use anyways.
how long does it take?
There's no "fast" way anymore, just level up smithing and unlearn it
