The Tower of Oz might be hinting to the Seed patch in KMS that revolves around the the Wizard of Oz and/or this could be the blaze wizard update.

yeah Kratias (or how ever its spelled) did the same and we didnt getting.
Tho the server select screen sometimes flashes the new one and hints that we will.
Funny thing is that Kratias was removed from the main world map, but can still be seen thru the Commerci trade map.
That thing has been there for quite the time, but nevertheless it should be part of the "Seed" patch.
