Ultimatum Ring info
The ultimatum ring seems to add 2mil clean range to your upper range (mastery brings up your lower range accordingly) so if you're at 2mil range already, your range would be 4mil. Also, it seems like the ring doesn't work with damage done by summons. Anyone else try the ring out?

I gave one of the two I got from tower and the person I donated it to provided me with this info. I'll go on his account later to confirm it and maybe record a little footage as evidence. I know for a fact that it only raises the upper range ( http://imgur.com/k6zZ4Pr )
Edit: It seems inconclusive, it's difficult to tell if it's a pure 2mil increase or not at such a low level
It puts his range at 2mil~2mil at lv 130 (94k~110k range w/o)
Inb4 10 min time limited or 2 year cooldown.
