Was the unban of perma banned exploiters planned?

I was perma banned for the exploit. Three weeks after being banned I noticed that I wasn't on any of the perma ban lists since the ban, which I thought was kinda weird. I decided to start pestering Nexon to demand that they add one of my characters to one of the weekly lists. After three tickets I got [url=http://i.imgur.com/K4yZJZD.png]this response[/url].

This response doesn't sit right with me. Why would the perma ban lists be reserved for non-exploiters only? Doesn't excluding some people who are permanently banned defeat the purpose of having lists of permanently banned people? Could I have been fed a fake answer because they didn't intend to permanently ban me from the start?

Do you think this unbanning is a response to a decreasing population or do you think it was planned well in advance?

@johnadrianli Nexon has had plenty of unqiue potential scroll events before and that's never really had too negative of an impact on the economy. I'm very doubtful that this will have much of an impact on the economy, which is why I said they were sending a message:
1. The exploit doesn't allow you to gain that much in reality.
2. They banned everyone who did it even if many of them didn't gain much from it anyways.

To me, it seems like a warning shot to everyone because the reward was so small and the punishment was so severe.

I'm a merchant. Believe me, if something like this was going to have a terrible effect on the economy, I would have been complaining on every thread.

i dont know about other peoples exp with the glitch but i filled my inv about 3x with the boxes got a total of 3 cubes realized it was a huge pain to click them all and stopped
now i have max inv slots so it had to be a decent amount around 60+ boxes and only getting 3 cubes so i doubt theres going to be this amazing amount of uniques popping up
like everyone seems to believe and if somebody ended up with 30+ cubes trust me they were using more than just the exploit which is a bigger problem than somebody just clicking.

There are many decisions that Nexon has made that I have disagreed with in the past, but the more I learn about this game, the more I realize how well thought out most of the things Nexon has released are. Nexon has done some idiotic things in 2014 , but overall, I still believe they're a pretty smart company.

Yes they sent a message, at the expense of releasing countless exploited unique equips into the server.
