Hmm... I'd suggest you get a RSP or something if you can find one. The high base stat will favor you better than a 3% all tempest... You should also get a black bean hat and overall... Heliseum cape / shoes or Nova ones if you afford. Get some decent HQ pantheon gloves. And then... Empress shoulder... and w/e earrings and rings you can afford... same for face and eye

That's on paper only. Sure, they have lower % dmg per sec, but the fact that almost every piece of equip gives +all stat favors xenon greatly.
Take for example a xenon with 1.5k base of every stat. He has 210% all stat and 900 atk (xenon's weapon as quite low attack)

Xenon pre-nerf was weaker then GMS Kaiser. So the term "Over-powered" can't really apply to it. It was powerful but it wasn't the most powerful class.

I thought I mention the fact that Xenon already got nerfed and his damage calculation has also decreased (meaning his weapon multiplier went down)

Not even worth using up all 2bil for Xenon since %all stats are hard to get and the game play style is boring as well. Everyone is just like, "OMG, it is an OP job, ima main him and KS everyone". Then when Nerf comes, everyone starts QQing about a job that was OP to begin with.

Just pick a job you know you will like other than a job that is going be nerfed and you'll QQ about it and quit changing to another class...

The hat is level 80.
There are a couple Hot Times for Xenon:

Berylroid (permanent android)
Xenon Cap (12 to all stats, 200 HP and MP, 50 defense and magic defense, 10 slots, if you are a 3rd or 4th job Xenon you get an extra 5% critical chance, 3 to all stats, and 6 attack) *Epic on reveal*
Bits Box
Personality Trait Potion
10 Winter Limit Coins
Mystery Mastery Book
1 Frosty Scroll (chosen randomly out of 5)
5 people per world receive the Unlimited medal, 5 per world receive a Tyrant Belt (same for Boots and Cloak)

So sorry fro late response, I was at work

You should spent some time training some other characters that will benefit your Xenon greatly.
Get a Kaiser to 100 for rank S Character card (+40 str)
Get a Angelic Buster to 100 for rank S Character card (+40 dex)
Get a Hayato to lvl 70 for his link skill (+5 all stats and 5 attack)
Cannoneer to lvl 100 for lvl 2 link skill (+25all stats and 10% HP/MP)
Mechanic to lvl 100 for rank S character cards (+15% buff duration)
Put AB, Xenon and Mechanic in the same card deck to active Pirate special effect (%PDR).
If you have a Jett, train it to lvl 120 for an extra all stats + attack buff (link skill, but can differ alot)

Edit : Evo rings and Tempest equips with % all stats also give a lot of +all stats and attack, try getting your hands on those.
Your crusader codex will give some + all stats and a medal, for example Neo city one gives +6 all stats and 1 attack also.
Furthermore, you can easily scroll a 20+ single stat tree branch nose (or buy it for around 100m).
And when Xenon finally arrives, hunt at Helisium mini-bosses for Nova/Helisium equips for a massive All stats/attack boost.

@Mirabosh: I see what you mean, although getting 100% All Stat is much easier/cheaper then 300% luk making it a better investment.

If you have 300%* luk, you'll gain +450 stat from that, giving you 600 luk, 150 dex and 150 str = 900 total
If you have 100% all, you'll gain +150 every stat, giving you 300 of each = 900 total

I understand getting say 15% all is comparable to getting 21% luk, which obviously makes % all better. But to simplify a xenon's funding you can divide all his % luk, str and dex by 3 and add that to his % all stat

Actually All Stat% is always going to be better by quite a bit. It doesn't just raise base stats but stats from equipment as well.

So let's say I have 100 dex, luk, and str and have +50 All Stats from an equip.
If I have 100% Luk I'll have +300 luk
If I have 100% All Stat though I'll have 450 stat boost.

9% luk doesn't magically become 3% all BUT it is equivalent to it, unless some of your base stats are higher (if most of your equip give + luk, then 9% luk is better than 3% all)

If All % is hard to get, aim for an equip with 3line which is LUK%, DEX% and STR%?
I would suggest thief top and bottoms, the level 80 ones do well for the class.
