I'm still a little fuzzy on the 100%... so is that like .100? Like 1/10?

You don't really require luck to scroll anymore.
What you need is money, money and more money.
As long as you have enough money, you can make any item godly.
Protection scroll such as Shielding Ward protects your item from destroy upon failure.
Shield Scroll protects your slot from disappearing upon failure.
Guardian Scroll protects your scroll from disappearing upon failure.
Nobody nowadays don't scroll their true end-game without any protection scrolls.

You can buy scrolls that add 1 M.att from an NPC in Leafre....
Those are completely worthless.
tbh, a clean earring have more magic attack than that....forgot the name tho
Unfortunately, those earrings are now worthless now, just because earrings can easily get more than 6% stat, and those only go for about 5~10m.
