Yeah, enhancement scrolls add CERTAIN stats to CERTAIN items. They aren't the same as chaos scrolls because: 1. They cannot add onto any stat already on the item. Only certain ones. 2. The ones that they DO add can be increased even if they aren't already on the item. 3. They cannot lower stats.
Obviously, the stats they can add to capes aren't worth the cost of the scrolls and potentially exploding your cape. Save them for weapons, since you CAN get weapon/magic attack on those.
