if I get an item that is 2 lined, is there any current way to get it to 3 lines?

I think the drop rates are low from elite monsters, but I've definitely gotten stamps from them
I had an 80% stamp to add a third line that I used in reboot. I can't remember where I got the stamp though. It was either from the gift box that you open at 30/60/90,etc. or it was a drop from an elite boss. I'm thinking it was the latter.

Users have posted saying it's possible to get potential stamps from Elite Monsters.
Haven't gotten any myself, so I can't personally confirm.
