Don't name it Scammers. No one wants to join my guild.
I'll assume that you're making a legit one, so...
1) Make sure you have rules.
2) Recruit people that will actually stay (lets say, it's a bossing guild, keep a level requirement).
3) Make sure people talk in guild chat.
4) As a guild leader, be friendly, choose the right Jr masters (not those types that will recruit almost everyone). Only allow them some limitations on who to kick and who to invite into the guild. Friends that you trust is fine, as long as they/you're sure that they won't hack/scam or anything.
5) Keep 5 ranks (Master, Jr, member x3) and promote a recruit whenever you think is suitable (most active, most friendly... etc)
6) Kick a person when there's proof that s/he goes against the rules. You may or may not want to give him/her a second chance, but that's up to you.
7) Basil listings are useful after you have, per say, 5~10 people who are usually on and active.
Personally I'm not a guild leader, but I'm a Jr of a really nice guild. Oh and of course, good luck. It takes quite a bit of a work to keep a guild active during early stages.

most accurate way. 10/10
Have lots of high leveled characters and have guild get togethers. Bossings and party quests. Talk a lot and build friendship
I don't mean to put you down, but I pretty much agree with @2lazy2makeaname because the big guilds you see are old ones or members from another guild.
Use listings here to see if anyone is interested.
Since you're the leader, be active, helpful, and nice.
Recruiting friends first makes for a friendly and welcoming environment imo.

Depends on what type of guild u want to make. Family Guild, bossing guild, merching guild?
Usually get 2~3 reliable jr.masters (not ur best friends) but people who actually want to
make a guide with you and will work hard.
i think you should just join one, recruiting and keeping a guild active is tough
Good name always starts well
You should make some rules.
