Maplestory Installation Error

Hey, guys. I've been trying to re-install Maplestory for a long time, but every single time I get to the stage after the Pando Downloader, it stops on Mob.wz, npc.wz, or stage.wz and gives me an Error -40 (11315, -3) or something like that.

I've tried disabling all start-up applications. I deleted NGM from Program Data. I've even tried clearing everything that was related to Maplestory on my computer. I haven't played since Mechanics (Wild Hunters?) and all of the new classes seem interesting.
