Wait for the button to load if you have available slots. The character creation assets load in with everything else (like how you have to wait for the character cards and part-time job buttons to load). It's only on the initial launch though, you should be fine if you just log out and try to make/delete other characters after that.
iirc this was implemented so that people would actually get to the login screen before having to load all these things, cause a lot of people were getting disconnected before even reaching the login part.
