90 off Cash Shop item
I have about 200nx and when ever I try to buy like a owl of minerva which is 700nx I can't buy it O.o which 90% off 700 is 70 so I can't even buy something that is 70 nx O.o ? btw this is Nx credit not MaplePoints.

i don't recall buying anything after jan 1 (i did buy a the santa stuff before christmas, that's all) but i don't see any indicator that i get the sale. shame.
I haven't bought anything since september 2012
if your account is eligible, it will show the discounted price. since you see 700nx for an owl, you are not eligible for 90% discount.
If your account gets the discount, all cash shop items (that are not excluded from this event) will be labelled with 90% off.
Otherwise, your account did not qualify.

did you read the patch notes about this event?
Players that have not purchased an item from the Cash Shop [b]since before Jan 1, 2013[/b] will receive 90% off the first item or package they purchase. This discount only applies to purchases made with NX Prepaid or Credit (Maple Points cannot be used).
