You do the quests from Ludi's Path of Time. (The clown guys) You have 2 quests left from each of the 2 NPCs probably, one is for the Aura and the other is for Hex.
Ok well i just looked at the skill and maxed is Lv 10 but i have never seen a book for it and i got all my skills after i took my 4th job so where do i get Hex upgraded?
However, if the w.atk from blood is higher than the w.atk from hex, hex won't cast the w.atk. I think you reach that point at around lvl 14 hex. SO after lvl 14 hex, they stack

Nope, they stack.
