Nothing new about Lilin and Nineheart being siblings.
The whole thing with Spieglman making Zakum however, that was new to me.

It's the Knights of Cygnus quest at level 110, when getting your new skill. Neinheart sends the knight to Lillin to learn more about the Seal Stone where Lillin replies at the end with something along the lines of "How's my bro...I mean Neinheart doing?"
I already knew they were siblings. Forgot whose quest line it was, but I think it was either Aran's or Mercedes's where Neinheart mentioned Lilin was his sister. They even look similar.
