Marksman funding help?

Long time since I've been on basilmarket.
OKAY so I have a level UA marksman atm, and I'm planning to get it to 130 after all these 2x events, since I'm going to use 4x the way, and I was planning to give the character a full set of empress armor, however, I know that just plain empress without any %stat won't get me anywhere, and I will need to scroll it with attack.

My goal on this marksman is to hit 100k ~ 150k per line while using ultimate strife. [b]So my first question is[/b] how high of a range would I need to hit that high?

[b]My second question is[/b] what would I need on my empress gear to get that high of a range? 6 attack hat? 12 atk overall? %dex shoes?

BTW: Just a side question, but is anvil still out in GMS? I can't find it in cash shop, haha. xD
