Sign petition to have Halo 4 on Pc - on steam probably
The game is not being released for PC. We need 99,999,242 more signatures... Please sign this petition so it is available for PC. WHY? fps gaming has been traditionally on PC and the graphics and gameplay is better. Don't let fps PC gaming die as game releases like this are not being available for PC. Yes, but when making a game for a console programers know how hardware works and it never changes, thus your code doesn't stray from the limits of the console
So you end up with a solid engineering (the result is always the same)
Making games for PC on the other hand, you are working with many implications (OS, graphics card, processor, etc),
thus your engineering ends up being more like "art"
If something goes horribly wrong upon release (see Diablo 3) you would be forced to release compatibility patches, which hits directly in the budget

Porting games to PC is quite expensive

That is a completely illogical jump, Halo was originally going to be a ps2/multiplat(not sure which) game published by Rockstar, M$ got the rights to it because they wanted a good release IP for their new console at the time - The xbox. The first halo game was originally released on PC+Xbox. Halo 2 did as well, although it was a horrible port that we should never speak of again. Uncharted has always been a ps3 exclusive, hell Killzone would make more sense since that is more-or-less "Sony's Halo".
Anyway it'd never go straight on Steam OP, you'd get GFWL.. which no-one wants, ever.
Right after Halo 2, Halo is not the same anymore.

Halo 4 will never go on Steam, it'll go on Games for Windows Live instead.
