i jst saw a lvl 5 ring tradable... how? i thought it was only lvl 17 that was tradable?

If you didn't do gagas ring event on the last day then your ring doesn't become trade able, so it's like that forever.
but mine is still un-tradable? is this because i didn't talk to gaga that day?
Last day the level of your ring is what you get tradable.
I thought the same thing during the event. However, I learned that on the last day of the event any ring could be made tradeable. As a result, there are lvl 1-17 tradeable rings.
