I find so much steelies form monster park. I give them all to low level sins or hermits.

Gate guardians drop them in monster park...I keep finding loads and loads of those when I'm out of use slots

use hwabi since they are cheap

If you're in Scania, I'll give you my last set. Otherwise, you've got plenty of options from previous posters. I recommend dark drakes

Beg at LHC for easy ones.

I believe the best one to hunt is the Dark Drakes. I went hunting on my level 160+ NL and found like two sets easily.

i know for a fact homunculus in magatia drops them had 12 sets in 1 hours of training but this was on 3 exp/3 drop cuz we had a rollback so i'm guessing you can get 4 sets an hour if you are in the right lvls

They're less than 100k in Khaini.

Many monsters in auto security area of the monster park drop steelies and hwabies.

They also drop from Red Dragon Turtles iirc.

if you're level 110, you can train at crockies at LHC.
they drop pretty often and nobody really wants them
i'm sure blood harps drop hwabis since i did my UA quest there and i found like, 7 sets <3
but if the level difference between you and the monster is over 5 or 10, not sure which, then the drop rates will decrease.

I know people used to go to Drakes all the time. Give those a try.

Harps in Leafre drop either steelys, hwabis, or both, can't remember. But they drop them like they're hot.
