What Nexon is doing is extracting the remaining cash value from an aging intellectual property which is on its way to becoming a liability.
Adding the type of content you suggested costs them money because of the people they have to pay to actually develop content like that.
Simply rehashing the same thing over and over can be much more easily done simply by changing the artwork and calling the characters something else.
Meanwhile variations on the same old Cash Shop types of items are pushed into the game in an attempt to maximize short-term profitability as long as possible.
The lack of attention to anything in the game (as far as security, rules enforcement and customer service) other than revenue generating aspects appears to concur.

Because the server did not crash or randomly shut off, they don't see any problems.

You can do something about it by logging off and never going to Scania ever again. That'll be contributing to the traffic in Scania thus giving the rest of us less lag.
