If you're using digital, you just go over it with white, it highlights it. Though it depends on your taste, some people like to do their darks first then do their lights ontop of it to blend it, others like to do lights first then darks. Basically, see what works for you best.

If you're using markers, leave a portion of the hair completely white, and pretend that you're doing a coloring book and do not color inside of the part you designated to be white.

I'm much better at coloring pictures than drawing them, myself.

Thanks, I'll try that. I used to draw the outline of the highlight and colour whatever's outside of it. The effect looks a little too random that way.
