getting them from boxes dropped by monsters is pretty much as close as you can get... no?
They're gonna lose value before tempest hits, our next anniversary, if we're following KMS, the boxes are suppose to give all empress equips potted.

pretty sure they took that away too later.
besides, they're already pretty cheap in certain overpopulated worlds, and next anniversary you can get them all including capes/weapons from boxes.
Just watch out when Tyrant Weapons come out.
