What kind of empress can i get with 4b?
I already have my earrings,belt,rings,khanjar and dagger. I'm not use to buying empress so would I be able to get some % luk on the empress?

Get a DKhan unless that is what you meant by "khanjar"
OT: A lot of pre-scrolled Empress stuff are like 100m, potted and cubed ones are like any other %luk items (pre-scrolled)
Oh I already have a 182 baselard but needs cubing.

Not sure about the prices in Windia, but you'd probably be able to buy some average chaos'd empress. A clean baselard in Bera is like 1.4b+ mesos.
