You have to be near the monsters level that drop the items. The level of the items doesn't really matter.
I never get equip drops anymore, since i hit 120.

I think you can get it from Monster Park.
Don't you have to be near the items level though?
I think you can get that from monster park or maybe its just the female one..dunno
