Yup. But to access stronghold you need to be Lv165+ (or Lv160 if you use family teleport or hyper teleport rock).
And to access Hall of Honor you need to be Lv175+

What above said is true
you need to be 160+ for quests there go to the temple of time and enter the left door.
Get to level 160, and go talk to cassandra
