Quotation Marks Question

It' 3 at night, and I'm marking an essay. I have absolutely blanked out. Here's my question : Which of these sentences is the correct one?

1. "The first commandment is "Everyone is equal".
2. "The first commandment is ,"Everyone is equal".
Notice the comma before the quotation in the second sentence.

If you're talking about the period, the period inside the quotation is used mainly in Euro-style writings. However, the North American way is to put the period outside of the quotations.

First: It's 3 in the morning not night.

Second: I'm pretty sure the first one is right because commas indicate a pause/breath in the sentence. With the second one, it disrupts the flow. (I'm speaking from a logical standpoint not a technical one so I could be wrong)

Also, the first poster is right that they are both wrong if you're trying to quote something within a quote.
