try checking on youtube again theres a bunch of tempest shop vids, and yes they are tradable b4 equiped.

Are tempest weapons tradeable before equip, only SOKable, fully tradeable, etc?

Well going off of the events, collect jolly stamps and turn them in(100 stamps = 1 coin, assuming it's repeatable), kill 200 monsters 10x a day for 1 coin each, hold the gourd for basically 4-8 coins every 70mins(no daily limit on that), do monster park and pq's 3 times a day, and if you're the right lvl, do gonzo gallery and pyramid pq.

Before the maintenance, the Tempest shop could be found in Ariant
