This wont occur for a while unfortunately. In the meantime, its still relatively easy to equip the empress set.

Taking these assumptions, and adding slightly better than clean gear:

Czak Helm: 6% Dex +22 Dex
Lvl 100 Gloves: 6% Dex +15 Wep Att +5 Dex
Lvl 100 Shoes: 6% Dex +10 Dex
Lvl 100 Overall: 6% Dex +20 Dex
PAC: 6% Dex +10 Wep Att

Total: 30% Dex, +57 Dex, +25 Weapon Att

Empress:
Hat: ATK +1, STR +25, DEX +25,
Cape: ATK +1, STR +7, DEX +7
Overall: ATK +2, STR +30, DEX +30
Gloves: ATK +5, STR +16, DEX +16
Shoes: ATK +1, STR +15, DEX +15

Dex +93, Weapon Attack + 10, (Set Bonus+45 Weapon Attack, +30% Boss Damage)

757 * 1.3 = 984 Dex + 25 Weapon Attack vs 793 Dex + 55 Weapon Attack + 30% Boss

Assuming all other gear is average and clean, and ignoring the needed Str for equipping empress.

My best guess without throwing values into a damage calculator, is that the bonus weapon attack will make up for the difference in dex. Assuming that you have a clean bowgun and all other buffs are ignored. +55 Attack is a 30% increase in weapon attack w/ just a 128 DBG. With the additional bonuses in Str, HP, Avoid, and all others the set gives. My money is on the full empress set. Even more so,

What shoes would you use instead of empress shoes?
Gloves?
Cape?
Hat?

If you were just using clean, lvl 100 gear, or even reverse gear the answer will be one thing. If you however are using duped BFC, VSS, ETC. The answer will change drastically.
