I wouldn't use it unless an item was already Legendary. It has a higher chance, but at the same time cost a lot more. (Quantity > Quality) Once an item is Legendary however, the Enlightment cube can make all 3 lines Legendary more easily then a Super Miracle Cube.

Probably not, my experience cubing so far has me still on miracle cubes, most opportunities most level of tiers upgradable.
