REG stat = your secondary base stat is at the required stat needed to wear equips (ex. 120 str for lv120 weapon)
LOW Stat= Your secondary base stat + your secondary stat from equips to wear equips (ex. 100 str +20 from equips for lv120 weapon)
I highely doubt people have +0 secondary stat, if someone was reg stat, that would mean they would have more secondary stat than needed for there equips, which is a waste.

Reg Stat is so stupid... Even with no funding at all you should never go reg stat. There is always room to improve your skills, and you will almost always have equips that add to your secondary stat...

Wouldnt reg str be better since the highest weapon isnt str less so you would get more atk?

Go low-str. Cap it as low as you can. It's always easier to add Str later than it is to take off Str later.
