@SoulWarrior There are other ways to get the skill than being a UA, Dbs are allowed to obtain the skill through those other ways

If you're an explorer, you can do the Lunar Dew quest to get the Cygnus skills that is consistent to your job. Since dual blade are thief explorers, they get the Night Walker's skill from the quest.
