Can you get it on a UA?
I am past 75 and don't have the skill or the lightbulb o.o

I got will of alliance on my aran o.o

its different quests for different races.
Explorers get it from the "mysterious discovery" quest, where as my phantom got it by completing its story quests up to the lvl 75 ones
I assume that demonslayer would be the same idea; do your story quests and you will probably receive it
