In terms of health, when your veins are bulging it can mean several things:
1- Enlarged veins for better blood flow (may have a clot), typically seen after working out.
2 Stress - Blood moving at a faster rate due to fight or flight neurotransmitters
3 - Enlarged veins that allow more fluids in the bloodstream (sometimes associated with having to urinate...(read from a anatomy book))
