Why does Nexon keep removing items from the cash shop

Things like Shield Scrolls, Shielding Wards, Regular Store Permits are probably some of the most profitable items in the cash shop, yet Nexon are removing them for longer periods of time that they're actually in the cash shop. I don't understand it, if they're such a money-hungry organisation, wouldn't they be keeping these things in the cash shop 24/7 and continually have sales?

It's simple marketing. "Get it before it's gone" and things like that. The idea is that if it's not always available, then during the short time when it is there, the sales will be through the roof because 1) people have been eagerly waiting for it to be available for purchase again, 2) people will try and get money for it quickly before they miss it and 3) people will try and stock up(if it's consumable) before it disappears again.

TLDR They do it to make you want it more.

To encourage people to buy more while they are in the cash shop.
If I knew something was going to be a permanent addition to the CS, I wouldn't buy a ton of said item. I know it'll stay there, so I'll just buy as needed.

I have no idea on why they would remove them as well.
One factor could be is when they release shielding wards, shield scrolls, and perfect innocence scrolls again,
The demand for them is high since they were unavailable before so people buy them = $$$ for Nexon.
